Modeled after NorCal Soccer’s successful system, this committee ensures fair and consistent handling of disciplinary matters while prioritizing education and growth.

What is the PAD Committee?
The PAD Committee is a dedicated group of club members responsible for reviewing, evaluating, and resolving disciplinary incidents. This includes player, coach, and spectator behavior that may conflict with our values or the codes of conduct set by Sac United, NorCal Premier, Cal North, MLS Next, Girls Academy, and U.S. Soccer.
When Does the PAD Committee Get Involved?
The committee reviews incidents such as:
- On-field misconduct (e.g., red cards, repeated yellow cards, violent conduct).
- Off-field behavior (e.g., inappropriate actions during training, events, or games).
- Parent and spectator misconduct (e.g., sideline abuse, referee harassment).
- Violation of club policies (e.g., failure to meet financial obligations, repeated absences).
The Disciplinary Process
Incident Report Submission:
- Any individual (e.g., referee, coach, team manager, parent) may submit an incident report via our Incident Report Form. Reports should include details, evidence (if available), and relevant context.
Initial Review:
- The PAD Committee reviews the report to determine its validity and whether further action is necessary.
Investigation:
- The committee gathers additional information through witness statements, video review, or consultation with relevant parties.
Hearing & Resolution:
- If needed, a hearing is scheduled where all parties can present their perspectives.
- The committee deliberates and issues a decision, which may include educational assignments, warnings, suspensions, or other corrective measures.
Appeals Process:
- Families or individuals can appeal decisions if they believe the outcome was unjust to the Club Board by emailing the Club President within in the 5 days of the decision.
